Heartland Value Fund The Heartland Investment Team | “Earlier this year, we reduced our stake in PLAB, a leading manufacturer of photomasks that are used to transfer circuit patterns onto semiconductor wafers and flat panel substrates during the fabrication process. The shares more than doubled from December to May, and we felt the stock was getting caught up in the mania surrounding the AI buildout, so we took some money off the table as it reached our price target. Shortly thereafter, however, the stock dropped more than 40%. This extreme volatility created yet another chance for active, value-minded investors like us to reassess the new balance of reward versus risk. PLAB is the largest merchant photomask maker, in an industry where roughly 60% of production is fulfilled in-house by the semiconductor companies themselves. Photronics spends 10-20% of its sales on capital expenditures annually, creating barriers to entry for other merchant competitors. We believe the company is now positioned to reap the benefits of several years of investments as new semiconductor design activity remains robust for higher-margin, 'leading-edge' applications, which are often tied to AI. Meanwhile, 'trailing-edge' semiconductor demand, levered to consumer electronics, industrial, and auto end markets, has also shown signs of rebounding after a period of tepid consumer spending and slowing industrial activity. PLAB seems to be positioned to benefit from both developments. After the recent sell-off, the stock is trading at less than 16X projected earnings over the next 12 months, representing a discount to its peers. Meanwhile, Photronics has a strong balance sheet with $10.85 net cash per share and is positioned to steadily grow free cash flow, accelerate sales growth and improve margins. Net of cash, the P/E ratio is only 10.4X, remarkable for this industry leader.” | NEUTRAL | Q2 2026 Jul 17, 2026 | View Pitch |
Heartland Value Fund The Heartland Investment Team | “Photronics, Inc. (PLAB) is a perfect example of common misconceptions surrounding small stocks. PLAB makes photomasks used to transfer circuit patterns onto semiconductor wafers during the fabrication process, operating manufacturing facilities globally. The company's modest $1.1 billion market capitalization belies the fact that it is the largest merchant photomask manufacturer in the world. Plus their solid balance sheet, over $550 million in cash and cash equivalents, with minimal debt provides a strong ballast. PLAB's work with leading-edge applications, driven largely by artificial intelligence, remains strong. On the other hand, trailing-edge technologies tied to consumer electronics, industrial, and autos have been mired in a downcycle, though those end markets are showing some early signs of a recovery. As that segment rebounds while new semiconductor design activity continues to be robust, Photronics is well-positioned to reap the benefits of several years of growth investments in China, Taiwan, Europe, and the U.S. Giving us added confidence: Management recently implemented a $100 million share repurchase program, $72 million of which was executed earlier this year. Yet at $18 a share, the company is trading at less than 10x 2026 earnings forecasts. That represents a significant discount to peers like Cohu and Kulicke & Soffa, which are each trading at P/E multiples in excess of 25x. We believe the stock is worth $28 a share, which is 1.7x our 2026 sales estimate for PLAB and 5x 2026 EBITDA. BSD Analysis: Photronics is a key supplier of photomasks used in semiconductor and display manufacturing, benefiting from rising complexity across both sectors. As chip geometries shrink and advanced nodes proliferate, demand for high-end masks increases. The company has been investing in capacity and technology to support leading-edge logic and memory customers. Display masks provide a stable, high-margin complement. The business is cyclical, but secular trends in semiconductors remain strong. Photronics operates with a clean balance sheet and solid cash generation. It's a stealth semi-cap equipment play with real leverage to global chip demand.” | BULL | Q2 2025 Jun 30, 2025 | View Pitch |
